The 49.9 MW Halifax County Biomass (HCB) power plant is located in South Boston, Virginia. Construction of the approximately $180 million waste-wood fueled power plant was completed in the fourth quarter of 2013, and generates renewable electricity for the customers of Northern Virginia Electric Cooperative (NOVEC). The plant uses approximately 600,000 tons of waste-wood fuel per year.
Our Task:
Under the development agreement with NOVEC, NOVI provided all development and project management services until the plant reached commercial operations.
Additional development activities included:
- Conducted fuel study
- Developed conceptual design for the plant
- Worked with the various Virginia environmental agencies and departments to apply for all of the construction and operating permits required for a brownfield site
- Contracted with and managed the Owner’s Engineer to develop technical specifications for the plant
- Entered into fuel supply contracts with local suppliers
- Created the bid documents, conducted a bid process, and hired an engineering, procurement, and construction (EPC) contractor
- Supported NOVEC in securing financing for the Project
- Construction Management
- Start-up and commissioning support
NOVI provided day-to-day construction management services, with responsibility for providing oversight of the EPC contractor and working with the Owner’s Engineer to ensure that the plant was built to the design specifications. NOVI applied for and received multiple state and federal grants that were critical to making the project financially viable.
